How to Get a Tax ID Without a Social Security Number in 2026
The ITIN (Individual Taxpayer Identification Number) is the US tax ID for people who cannot get a Social Security Number. The IRS issues ITINs to non-residents, foreign investors, dependents without immigration status, and anyone with a US tax filing obligation who is ineligible for an SSN. Over 25 million ITINs have been issued since 1996. itin.so processes your application for $297 (standard) or $297 (express), with IRS approval in 6 to 11 weeks.
What Is an ITIN and How Does It Replace an SSN for Taxes?
An ITIN is a 9-digit tax processing number issued by the IRS under IRC 6109. It serves the same purpose as an SSN on tax forms, bank applications, and credit reports. The key difference is that an ITIN does not authorize employment or earn Social Security benefits.
The ITIN format is 9XX-XX-XXXX, always starting with 9 and having 7 or 8 as the fourth digit. You use it everywhere an SSN would appear on tax-related forms: Form 1040, Form 1040-NR, W-8BEN, bank account applications, credit card applications, and state tax returns.
The IRS created the ITIN program in 1996 to ensure that individuals with tax obligations could comply with US tax law even without SSN eligibility. Today, approximately 4.4 million tax returns are filed with ITINs each year, generating over $23 billion in tax revenue annually.
Who Cannot Get a Social Security Number?
The Social Security Administration issues SSNs only to US citizens, lawful permanent residents, and individuals with employment authorization from USCIS. Everyone else needs an ITIN.
- Non-resident aliens with US income. Foreign nationals earning income from US sources (investments, rental property, royalties, freelancing) who do not live in the US and have no work visa. They file Form 1040-NR. Learn more in our ITIN for non-residents guide.
- Spouses of US citizens or residents. Non-citizen spouses who need to appear on a joint tax return but do not yet have an SSN. Filing jointly saves $3,000 to $12,000 per year.
- Dependents without SSN eligibility. Children and family members who are claimed on a tax return but lack immigration status for an SSN. See our ITIN for dependents guide.
- Foreign students on certain visas. F-1 and J-1 visa holders who are exempt from FICA taxes but need to file a US tax return for scholarship or fellowship income.
- Foreign investors. Non-residents who invest in US real estate, stocks, or businesses and receive US-sourced income subject to withholding under IRC 1441.
- Individuals with pending immigration. People awaiting green cards, asylum decisions, or other immigration benefits who have US income but no current work authorization.
How Do You Get an ITIN Without an SSN?
5 steps, one form, 6 to 11 weeks. The process is straightforward and does not require you to be physically present in the United States.
- Complete IRS Form W-7. This is the ITIN application form. Enter your legal name, mailing address, date of birth, country of citizenship, and reason for applying. The most common reason is "filing a US federal tax return."
- Prepare identity documents. A valid passport is the single best document because it proves both identity and foreign status. Without a passport, provide two documents from the IRS accepted list: national ID, birth certificate, driver's license, or military ID.
- Prepare your US federal tax return. The IRS requires a tax return with your W-7 application. US residents file Form 1040. Non-residents file Form 1040-NR. Attach all income statements (W-2, 1099, etc.).
- Choose your submission method. Mail directly to the IRS ITIN Operation Center in Austin, Texas (risk: mailing original passport), or submit through a Certifying Acceptance Agent like itin.so who verifies documents so you keep your originals.
- Receive your ITIN. The IRS mails a CP565 notice with your new ITIN in 6 to 11 weeks. Your tax return is processed simultaneously. Check your application status at any time.
What Can You Do with an ITIN Instead of an SSN?
An ITIN opens access to the US financial system for tax compliance, banking, credit building, and more. Here is what you can do with an ITIN that you cannot do without any tax ID.
File US Federal and State Tax Returns
The primary purpose of an ITIN is tax filing. Use it on Form 1040, 1040-NR, or any state tax return. Claim deductions, credits (Other Dependent Credit, education credits), and request refunds for over-withheld taxes.
Open Bank Accounts
Major banks accept ITINs for checking and savings accounts. Bank of America, Chase, Wells Fargo, Citibank, and online banks like Mercury and Wise all accept ITINs. Read our ITIN bank account guide.
Build Credit History
Credit bureaus create credit files with ITINs. Secured credit cards, credit builder loans, and authorized user strategies all work with ITINs. Scores of 650 to 720 are typical within 12 months. See our credit building guide.
Claim Tax Treaty Benefits
Non-residents use ITINs on Form W-8BEN to claim reduced withholding rates under US tax treaties with 67+ countries. Without an ITIN, the default withholding rate is 30% on all US-sourced income.
Sell on US Platforms
Amazon, eBay, Etsy, Shopify, and other US platforms require a tax ID for seller accounts. An ITIN satisfies this requirement. Read our guides for Amazon sellers, eBay sellers, and Etsy sellers.
What Is the Difference Between ITIN, SSN, and EIN?
The IRS issues three types of taxpayer identification numbers. Each serves a different purpose and applies to different situations.

If you need a business tax ID, see our EIN application guide. If you have an LLC, you may need both an EIN and an ITIN — read our ITIN for LLC owners guide.
